Language spec page needs links to F# 7,8,9

The links in https://fsharp.org/specs/language-spec/ only go to F# 6, we should add 7,8,9

With F# 6 we also shifted to drop the ".0" so "F# 6",not "F# 6.0" is correct

Btw, in fslang-design the versions still have .0 - e.g. https://github.com/fsharp/fslang-design/tree/main/FSharp-7.0 Perhaps they should be updated as well for consistency?

In theory we could adjust. Howver there will be a huge number of incoming links from several repos, and no redirects available, so I suggest let's not do this
