I found this issue because I filled all Osaka tests with Amsterdam (currently only BALs implemented), which generates BALs for every Osaka test. I then ran this against geth, reth, besu, and nethermind and I got 136 failures only (surprisingly a good result!). I'm now going through all the fails and making sure the specs are good. We don't currently have any CREATE specific tests for BALs but this was found while looking at the generated BAL for We shouldn't track a newly created address' code change from being non-existent to @nerolation lmk your thoughts here. |

What was wrong?
For accounts created within the call frame, we were tracking a code change of
"0x"for the bal index of the transaction that created the account. We shouldn't track the change unless the code is non-zero because a non-existent account already has "0x" (b"") code.Cute Animal Picture
