Description
Currently, the XCM tests are not being run in CI. As a result, changes to the XCM configurations can be merged without being tested. Update the CI setup to ensure that XCM-emulated tests run whenever XCM configuration files are modified.

Acceptance Criteria

• Run XCM related tests only when changes are made to XCM configuration files (in the xcm subdirectory).
• Evaluate the frequency-chopsticks repo and incorporate the relevant parts required to run the tests.
