Add one external coordination method

Register one small coordination method through the public extension surface and run it on coord_scale or coord_risk.

Include the method configuration, deterministic seed, baseline comparison, and any uncovered risk cell.

Comment with the method name, entry point, and benchmark you plan to use. A simple deterministic method is preferable for the first contribution.
