feat: add pre and post request hooks

Serinus should expose a generic class to create hooks to interact with the request state.
These hooks can help define a common API for cases like CORS, BodySizeLimit or add helper functions to streamline some processes.

It is still to be analyzed if the hooks should be two different classes or a single one for both.
