What does this PR do?

  • Update @salesforce/o11y-reporter from 1.6.0 to 1.7.0
  • Add thresholdBytes and checkInterval to O11yBatchingConfig
  • Pass through thresholdBytes and checkInterval in telemetryReporter
  • Enables 2-second default check interval to prevent 413 errors
