What does this PR do?

  • @salesforce/o11y-reporter was updated to 1.6.0 via dependabot
  • Add O11yBatchingConfig type and o11yBatching option to TelemetryOptions
  • Implement enableAutoBatching() and flush() methods in TelemetryReporter
  • Add batching support in O11yReporter with enableAutoBatching() and isBatchingEnabled()
  • Configure auto-batching by default during init() with 30-second flush interval
  • Export O11yBatchingConfig type for consumers
  • Update README.md with batching configuration documentation
