fix: Wr/coft mpd (#1146)

* fix: allow CFTs to be retrieved across packages

* chore: refactor, comments

* fix: allows CFTs to be pushed, but they appear as COTs

* chore: represent CFT as COTs because CFT isn't a real type, and can't be pushed after a local change

* chore: now CFTs retrieve into parent COT pkg dir

* chore: comments

* chore: simplify logic

* test: add UT to cover new behavoir
