[GF profile] Add check for 'meta' table

The OpenType meta table (which to be fair is hardly used in practice) has the concept of design language and supported language, both of which are expressed as vaguely BCP 47-like script/lang/region tag combinations. Maybe have something like that to represent the primary design language.

It would be good to add a WARN check to ensure projects add meta tables, after defining the process for creating them correctly.
