CI det-policy hardening #394

Description

@flyingrobots

Migrated from Method backlog

This issue was created from a legacy filesystem backlog card. GitHub Issues are now the live work tracker; repository docs remain Method evidence.

Source backlog: docs/method/backlog/asap/PLATFORM_ci-det-policy-hardening.md
Original lane: asap
Original legend: PLATFORM

Original backlog card

CI det-policy hardening

Harden the determinism classification CI pipeline.

Status: active and partially implemented.

The remaining open pieces are still tightly coupled: script tests make the
classifier safe to change, and per-crate overrides are the next precision step
after the broad scripts/** fail-safe.
