WIP: [pigeon] migrate to null-safety

reverted nonnull input argument

fixed linter problems with pigeon_cl

Made the fields in pigeon files have to be nullable.

oops missed one nullable type in the examples

Switched back to nullable className for java, sorry I couldn't find a good way to make it non-null the way things are setup.

fixed formatting
