[PE] fix missing ai, yaml plugin dependencies

Fixes broken com.google.tools.ij.aiplugin and org.jetbrains.plugins.yaml plugin references by adding missing gradle dependencies.

I have been unsuccessfully trying to modify the bundledPlugins and plugins list to get rid of the compatibility issues out of the verifier (#8090). We can take this offline, but which errors did you see that prompted this change?
