In my observation 0.2.3 has "build" directory while 0.2.4 does not:

Picking up devtools 0.2.3 solved my problem.

Be careful about that VS Code always uses pub for DevTools and not flutter.

For terminal fix;

flutter pub global deactivate devtools
flutter pub global activate devtools '<=0.2.3'

For VS Code fix;

~/flutter/bin/cache/dart-sdk/bin/pub global deactivate devtools
~/flutter/bin/cache/dart-sdk/bin/pub global activate devtools '<=0.2.3'

Thanks for the reports - you should be able to just use pub global activate devtools now (w/o having to downgrade the version).
