bug: fluentd:v1.19.1 image seems to be missing

Describe the issue

In the v3.6.0 Release it was stated that:

- fluentd: Bump fluentd to v1.19.1. by @joshuabaird in https://github.com/fluent/fluent-operator/pull/1769
https://github.com/fluent/fluent-operator/blob/master/apis/fluentd/v1alpha1/tests/tools.go#L33

In fact the PR show that the v1.19.1 image is in use but the tagged image does not exist in the named path.

It seems like the image is not published yet? Am I missing something?

How did you install fluent operator?

I am not using fluent-operator. I am just using the fluent-operator/fluentd image, so that I do have hot-reloading of certificates & configuration.

My network connectivity is working:
