Move SQL out of policies

Objective

Stop policies from querying the database directly.

Scope

• active delivery request checks
• report required checks
• stock projection checks

Acceptance Criteria

• Policies receive plain inputs, not repository connections.
• SQL remains isolated in repository classes.
• Existing tests still pass.

Why

This enforces clean dependency direction and keeps Policy rules infrastructure-agnostic.
