Don't link RocksDB into firedancer-dev

RocksDB doesn't play nicely with MSan and other instrumentation.

We now have a separate tool that converts Agave RocksDB archives into a pcapng-based format.

For CI tests, we convert ledgers on the fly.
For production BHM debugging, needs more investigation whether converting a ~1 TiB large RocksDB instance is practical.
