Shred version must be specified manually when fdctl is bootstrap but not fddev

When we run fdctl as the bootstrap validator, it seems like the code to set the shred version is not getting executed. The shred tile hangs in boot, and the validator freezes after a slot or two.

I'm not sure if this is a regression or if it has always been broken
