[Dev UI] [Chore] Migrate from Material Icons to Google Symbols

Overview

We want to migrate to the newer symbols font to take advantage of a larger icons set (in line the the designs) and also new capabilities:

We want the following specs in our export:
Optical size: 20

I want the option to use the filled variant for any given icon. (Not sure how to accompish this)
