Feature: Improved checkbox behavior

This is slightly different from what we discussed in #11975, but I believe this is the best solution.

• In details view, unchecked checkboxes now appear only when the icon is hovered.
• In grid view, checkboxes appear when the item is hovered even if no item is selected (same as 2.4.60).

Resolved / Related Issues

• Were these changes approved in an issue or discussion with the project maintainers? In order to prevent extra work, feature requests and changes to the codebase must be approved before the pull request will be reviewed. This prevents extra work for the contributors and maintainers.

Ticked checkboxes are always displayed, so I think users will notice the feature.
Rather, I think it is more off-putting for users to have icons appear and disappear frequently.
