Bug: Continue where you left off is missed up when resuming from the background

Description

Continue where you left off isn't working correctly when resuming from the background.

Steps To Reproduce

• enable continue where you left off
• enable option to keep running in the background
• open multiple tabs
• close window
• resume session
• see that the app redirects to the home page

I suspect this is because closing the window clears the existing AppInstances. This in turn triggers AppInstances_CollectionChanged and causes the list empty list of tabs to be saved.
