Feature: Display message when tag can't be applied

What feature or improvement do you think would benefit Files?

It's a little confusing when tags are sometimes not applied. We can improve this behavior by notifying the user when a tag can't be added.

Requirements

• Display prompt when user tries adding tag on a non NTFS location
• Display prompt when user tries adding tag to an online file in a cloud drive
