Bug: The startup settings is ignored when launched from terminal with no parameters

Description

When I launch the app from terminal with no parameters, the home page is always displayed regardless of the startup settings.
I can fix it if approved.

Steps To Reproduce

1. Launch powershell.
2. Type "files" and press enter.
3. You see the home page even if the startup settings is not "Open a new tab".

Requirements

The startup settings should be applied even when starting from a terminal.
