Bug: Can not create shortcut unless an item is selected

Description

It doesn't show in the context menu options and the toolbar is greyed out until an item is selected.

Steps To Reproduce

1. Open the new option on the toolbar
2. See shortcut disabled
3. Select an item
4. Open the new option on the toolbar
5. See shortcut is enabled.

Requirements

• Always enable shortcut create option
