Bug: The properties window opened from BaseContextMenuFlyout is hidden behind

### Description

Like #11432. I will fix it.

### Steps To Reproduce

1. Open a context menu without item selection.
2. Press properties button to open the properties window.
3. The properties window is hidden behind the main window.

### Requirements

The properties window should be displayed in the front.
