Bug: Files defaults to permanently delete an item

Description

I have the delete confirmation to show for permanently delete only. This has started to show always with permanently delete always select but can be toggled off.

Steps To Reproduce

1. Change Files settings > Folder > Confirmation box to permanently delete only
2. Create a file or folder (I've use a library defaulting to the users downloads folder and normal local drive path)
3. See the delete confirmation show with permanent delete enabled but can be turned off

Requirements

• Don't have permanently delete enabled by default
• Only show model when permanently delete is the only option
