Add `npx browserslist@latest --update-db` into `build all`

Improvement Suggestion

It would be nice if we can get this included in the makefile;

cd react
npx browserslist@latest --update-db

I tried to open a PR, but the Makefile looks like mumbo jumbo to me 😅
