The outboundLinkTracker plugin for Google analytics seems to be causing a bug with downloading files in IE (18F/crime-data-explorer#131). Removed that tracker and will figure out another way to track that behavior.

The outboundLinkTracker plugin for Google analytics seems to be causing
a bug with downloading files in IE.
Closes 18F/crime-data-explorer#131 by removing that tracker.
