tail: send event payload in cursor updates

Summary

• include the full committed event in internal cursor update pubsub messages
• consume embedded event payload in TailSocket for live and buffered cursor updates before any fallback lookup
• keep fallback read path for legacy/malformed cursor updates
• update cursor update metrics wording and tests to cover payload-bearing updates and no-lookup live delivery
