GitHub templates mostly taken from fastats with some minor adaptations for the lack of required doctests. requirements-dev taken from the travis setup, with some reqs that weren't being used removed.
The attrs requirement is annoying but seemingly necessary to avoid a few issues with pytest<->attrs interaction.
