Summary

add curvature-calibrated parameter comments in PSD algorithm
accelerate Rosenbrock Hessian with optional Cython extension
test Rosenbrock Hessian edge cases and PSD behaviour with zero Hessian Lipschitz
fix pyproject extension section and add numpy build requirement
