Release v0.1.1

Add dry-run mode to release workflows on PRs

Both CLI and Helm release workflows now run on PRs to test the
build/package process without actually publishing. This catches
platform-specific build issues and workflow problems before tagging
releases.

Changes:
- CLI release: Build all 4 targets on PRs, only create GitHub
  release on tags
- Helm release: Package chart on PRs, only push to OCI/GitHub on tags
- Helm release: Trigger on tags (not release published) to run
  concurrently with CLI release
