Summary

Resolve the type error with the types, according to Are the types wrong?, as an additional reference to the CodeSandbox reference

How did you test this change?

I edited node_modules/eslint-plugin-react-hooks/index.d.ts in my "module": "Node16" + "type": "module" project and my error went away:

Adds a new `yarn generate-changelog` script to simplify the process of writing changelogs.  You can use it as follows:

  --codex     Use Codex for commit summarization.                      [boolean]
  --claude    Use Claude for commit summarization.                     [boolean]
