Summary

This is the ninth PR in a series of PRs to add initial support for BLACKWOLF800BANW.

This PR adds the fan_service config for BLACKWOLF800BANW.

The config conservatively starts the fans at 70% minimum duty cycle, scaling up to 100% maximum.
