[FEATURE REQUEST]: Add a `py.typed` into the src such that pyright/other tools will not complain about type stubs

Avoid having to ignore TypeStub error when importing Ax

Describe the solution you'd like to see implemented in Ax.

I believe an empty py.typed file under ax would be sufficient.

Describe any alternatives you've considered to the above solution.

Seems reasonable to me.

Did you try this locally to make sure this resolves the TypeStub errors?

yep I think it's always just an empty file unless you make separate stubs or are using a namespace package setup.
