2. Draw an image like the one shown in the gif
3. Export svg
4. View svg in chrome
5. The eyes of the smily face are missing

I reported the issue to chromium devs first and they replied saying the svg was formed incorrectly

my bad
seems that shadow is doing something bad
To reproduce simply draw something using a brush with a shadow and export to svg.
Dots aren't visible and the bbox is off
