fabric-tools needs go to be able to build go chaincode: Fablo cannot deploy go chaincode on v3 networks otherwise.

This PR adds te go binary, and bumps the fabric and fabric-tools version to 3.1.3.

Building this image should make hyperledger-labs/fablo#661 work.
