Method to track Planned Labs #501

Many add their labs to gain funds for actually becoming an active lab, there is no easy way to visualize all the planned labs inside the backstage of the platform, this makes it difficult to track/follow-up with them and asks for their current state.
Describe the solution you'd like
We can transform the current state: might_need_review to be on the front end categorize as a planned lab (it's approved but it appears as planned) and on the backstage, we have it under the might_need_review state, this way we can filter and track.
The method to track planned labs could be 2 times per year, every 6 months and it after 1 year they have no progress, the profile will only appear in the backstage until they update information. - another way is to remove this request and ask them to reapply.
