Specify a CMake version compatibility range

Our repository is compatible with CMake 3.13 or earlier (for some purposes, 3.9). CMake is moving on though, and will soon start removing compatibility with these versions. Luckily, we're compatible with newer versions as well, so - we'll just mark that compatibility, so that neither older nor newer versions complain.
