MAINT: update dependabot config

• removed pip updates as there are no more upper pinnings
• no need for weekly updates
• updates can be grouped

Note the codecov issue is fixed here with bumping the action's version as this PR is opened from my fork. The tokes should still be sorted out for PRs opened directly in the repo, e.g. see the other PR opened directly by dependabot.
