Update Cuda in cuda-test-ml flavor

Background

We should update to the latest Cuda version = 12.9 in order to avoid compatibility issues with the NVidia driver.

• Pytorch is still version 2.7.0 on Anaconda, and it's only compatible with Cuda 12.6
