Add language_definitions.json

Background

We need to use the latest version of exaslct which provides support for the language_definitions.json. Then we need to add such a file with the correct informations to the standard SLC.

Acceptance Criteria

1. Use exaslct version 1.1.0
2. Add language_definitions.json to standard SLC
