Please add Textract support for region "eu-central-1"

Getting this error:

textract not supported in region eu-central-1 for partition aws.

Needs to be added inside: priv/endpoints.exs

While there's no way to automatically update the endpoints.ex as mentioned in #1091, I managed to override the lib validations by manually calling and modifying the config:

ExAws.Operation.perform(
  operation,
  ExAws.Config.new(
    :secretsmanager,
    # This region (that's not the one we want to use)
    # is required to fool ex_aws as it tries to validate the regions
    region: "eu-west-1"
  )
  |> Map.merge(%{
    region: region,
    host: "secretsmanager.#{region}.amazonaws.com"
  })
)

Hope this helps anyone. It is also a way to show the frustration of lack of configurability of the lib.
Once I have time I will consider coming back to propose a way to better configure and override the encpoints.ex.
