This pull request successfully refactors the standalone attester into a more integrated command within the ev-abci server, which is a great improvement. The code is simplified by leveraging the existing client context. However, I've identified a critical issue where the Bech32 prefix configuration is missing, which will prevent the command from working correctly. The documentation for the new command is also out of sync with the implementation, which could confuse users. Additionally, I've provided several suggestions to enhance maintainability and robustness, such as improving state management, avoiding hardcoded values, and using more idiomatic Go.

This command is really complex and could be a lot simplified. This should definitely still be done.
