feat: add source-bound EveryData cleanup

Summary

• Publish EveryAI 0.2.0 with a clear split between ordinary text on everyinfra_chat and source-bound cleanup for authorized EveryData results.
• Document the live two-tool, 15-operation cleanup contract, including entitlement checks, field discovery, task listing and original-task recovery.
• Preserve explicit activation/submission boundaries, stable idempotency keys and bounded included-use limits.
• Bind provenance to the released EveryInfra total plugin source at 3dca476c56cb47e97b0174faa3c512bca9b41dcf.

• Repository validator passed: 1 skill, 4 manifests, 3 catalogs, 9 JSON files, 49 local links.
• Official plugin validator passed.
• Official skill quick validator passed.

Scope

This release does not remove everyinfra_chat, grant account eligibility, publish npm/PyPI packages, change personal installations, or submit to an official marketplace.
