The column actually broke on the preceding line for
\hypertarget{Exceptional_Halting_function_Z}{}
, causing hyperlinks to it to direct to the bottom of the column. Thus, to avoid this from happening, put all hypertargets on the same line as the text it refers (this is the line in the tex file, but make sure it also directs to the right line in the PDF—put it on the line, and just before the text you want to link to.
