EIP 4788 Devnet 8 Testing Changes

Changes expected to be included by tests

• All tests will include the pre-deployed bytecode and nonce==1 at 0x0b in the genesis file
• Current code to be used will be https://github.com/lightclient/4788asm/blob/main/src/main.etk, but subject to change

Changes expected to be included by clients

• Precompile logic needs to be removed, but storage updates to 0x0b at the beginning of each block still need to be performed, no system-transactions for the time being
• No nonce check needs to be done
• Rest of the updates covered by Update EIP-4788: initial stab at v2 EIPs#7456
