I think the plan is to use OpenRPC for the specification format. You can see that over at https://open-rpc.org/getting-started

I don't think we need the metadata or any of the EIP-like sections. Just the specification, perhaps some examples, and maybe appendix like data with additional details. These don't have to be named after or otherwise mirror the EIP specification, it could just be like:

# `eth_blockNumber`
<specification goes here>
# Tests
<tests go here>
# Notes about return data
<additional info here>

Note: above is just an example, do not consider it prescriptive!

I left the tabulated view of specifications because I want them all to be consistent and in some cases like eth_call there are more specifications than bullet points can sensibly represent.

Isn't this contradictory with 5? I guess the idea behind this is to specify that an implementer should be able to accept 256-bit (32bytes) unsigned ints, isn't it?
