Explore supporting POW seal in b11r tool

The specs b11r tool currently does not support sealing the built block with POW. A sealing mechanism needs to be build in.

Actually I vote up so that b11r logic to be implemented on testers side. (if it only uses for test generation by python tool)
because requiring this in addition to t8n from all the developers is too much. (they lag on t8n issues support alone, not to mention more test tools)
