Aligns the
requiresheader with the EIP body. EIP-7773 references dozens of EIPs (Scheduled,Considered, Declined) that are currently missing from the metadata. This update ensures the Met EIP correctly tracks all proposals involved in the Glamsterdam upgrade, consistent with recent updates to other Meta EIPs like EIP-8007.
