The Holocene hardfork is scheduled for Governance Cycle 30 which starts on October 31st. We should be code frozen 2 weeks before then with testnet activation.

The following features are considered to be included in Holocene:

• Holocene derivation, spec
• Configurable EIP-1559 Parameters

The following features are not to be included but should be included in the next hardfork:

• Standard L2 Genesis, design-doc
• Withdrawals Root in Block Header, spec
• Operator Fee, design-doc

The following smart contracts will be released:

• MIPS.sol
• SystemConfig.sol
